What can be done if my mother did an amendment to her trust and then changed her mind and wanted the amendment voided?

I agree with you that it sounds like she affirmed the amendment. If your mother is still alive and competent, then she can set things aside. Otherwise, I do not see how you can do that, especially in light of this document.

Where do I go to find out if I am over here estate?

If the paperwork was filed, it would be with the Probate Court in the county where your mother resided at the time of her death. Many counties have online records you can search. If the county in question is not one of them, then you should call the court directly. Three years is a very long time in probate. Even if you WERE appointed Personal Representative, if you did not stay on top of things, the estate would likely have been administratively closed by the court.

An unsigned copy of the will is not a valid instrument; if the original cannot be located, there is a presumption that it has been destroyed. I recommend you speak with an attorney to discuss the options, which may include proceeding "intestate" (as if there is no will) or determining whether the codicil can stand alone.
