If she really is the administrator of the estate, then she has to account to the court, and should be copying you with those accounts. Go to the courthouse and ask to see the file for the probate of decedent's estate, and then you will know everything that has been going on.

No, probating a Will is more than just depositing a Will with the Court, you need to actual file a petition to administer an estate.

Probably not, but she can leave her 1/2 interest to the other 3 children. This should be done before her death to avoid the ownership to pass to the other child. If she has other assets, she can also make up the difference using a will or trust to account for the difference in asset value. You might consider looking at an enhanced life estate deed.
