During your lifetime, you are entitled to give away $1 million without paying gift taxes. If the value of the assets you are giving to your children is less than that, there would be no need for an appraisal.

The Power of Attorney is able to do anything which is authorized in the document. If there is language in the POA which allows the transfer of real property, the power of attorney is able to transfer the property to himself. If father is still able to sign documents, it may be wiser for him to sign the quit claim deed. It will avoid any implication of impropriety.

That is a complicated question, is the debt secured, unsecured, was the debt incurred while competent? These issues need to be vetted before contacting the Guardian and addressing the issue or filing with the Court for approval. I urge you to speak with an attorney experienced in guardianship law.
