It really depends on what the violation was for. If you didn't enroll in your class, you could be subject to additional penalties. If you didn't pay the fine, they could penalize you additionally for that. They could remand you into custody. There are a lot of possibilities but to minimize what could happen, you need an attorney with you.

You would have to apply to CA DMV. They will tell you if you need to do anything under New Hampshire rules. Money only works in politics.

Can I finish the program in Virginia, DC or Maryland and will my two months of the program count in the other states or do I have to start again?

Sure. IF you can obtain formal approval from CA DMV. I would not expect them to. Contact them to try.
