I don't know CA law, but ask your probation officer if you can transfer it. Otherwise I can't legally tell you to go to Texas. You need permission.

You must filed a lawsuit to expunge it to get it off your record. It cannot be used to enhance punishment in the future but it can be "considered" in the sense that the State does not look at you the same way.

If it was a check point, they would have checked you and smelled alcohol on your breath and then administered a test. Hire a lawyer to review the entire check point to see if it was legal.
