You can surrender in any county but the jurisdiction lies in the county that issued the warrant. You will have to make an appearance there at some point.

Recent DUI in 2013. Back in 2001, an officer blocked me in my parked car and noticed I had been drinking. DUI was thrown out, but I received reckless.

A DUI reduced to a reckless driving charge is still considered alcohol related. The state attorney, the judge and your lawyer all know that you had a DUI that was reduced to an alcohol related reckless driving. Apparently the judge mentioned your prior DUI arrest, but did not sentence you to a second offense, it sounds like you were sentenced as a first time offender. Apparently the court  wanted you to attend the DUI level 2 school for multi offenders. Take the DUI class and do any other things the judge ordered and put it behind you.

Is there any way of my DUI getting reduced to reckless driving

The decision to reduce charges to reckless driving rests with the State Attorney.  If you cooperated and there is a DUI sobriety video that shows you are performing extremely well on the sobriety tests, there is a chance you can get the charge reduced. Your biggest problem is that your BAC is well over the limit of .08.  You could be convicted at trial of DUI with the breath readings, and so the SAO may not have any motivation to reduce the charges, that combined with the fact that the police apparently have it out for you. The SAO will normally consult with the police with considering a reduction of charges.
