Will the police still consider a DUI a second offense if the first happened 25 years ago?

In Utah, the limit is 10 years. Beyond that, it is considered a first offense for purposes of the statute. Other states may handle things differently, and you need to check with a local criminal defense attorney.

Can you get out of taking the 18 month DUI program?

No. Once imposed on him by court or DMV, there is no way of changing the requirement. Passage of time is not a valid argument, since he was supposed to do the class immediately. It was his choice to ignore that. If he doesn?t do the class, he never gets his license back in CA or any other state.
