It is treated as any other DUI in California. That means 10 years administratively, i.e. before the law will cease to treat you as if you had a prior DUI. Concerning your insurance co, each insurance company has their own terms. Many use 5 years.

No. Once imposed on him by court or DMV, there is no way of changing the requirement. Passage of time is not a valid argument, since he was supposed to do the class immediately. It was his choice to ignore that. If he doesn?t do the class, he never gets his license back in CA or any other state.

Most criminal attorneys operate on a flat fee basis and not by the hour. Your retainer agreement should be in writing and spell put the scope of representation, expected costs and the exact terms. Asking for explanation when you consult with lawyers should clear this up. Make sure you ask what is included (DMV hearing, any motions, trial, etc).
