Why is the DWI that was dismissed on record and can the court, use that against me?

That would depend on how or why the DUI was dismissed. If a Deferred Prosecution then the DUI can indeed be used against you later if you get another DUI within 7 years.

Is it possible to have my classes/community service transferred to another state?

CA DMV generally accepts no other state's classes. You can contact them and see if you can get a special waiver and approval for classes in the other state. You'll have to do the community service here, unless you return to court and obtain a court ordered change of probation terms to allow it elsewhere. If you decide to hire counsel for that, contact me. You can move out of state unless your sentencing and probation terms specifically prohibit it.

You need an experienced DWI attorney. The first when he was 17 can be used as a prior if after 1985. And you'll have to look at Pennsylvania law. But they absolutely could be valid prior enhancements. You need a great DWI attorney.
