Can they really charge me with if I was arrested for DUI but I wasn't driving and the keys weren't in the ignition?

Probably not DUI, but similar cases do get charged as physical control under the influence; and the penalties are the same as DUI. Whether the keys are in the ignition or not is not the final answer. You should talk to a lawyer about your case right away, and make sure you contact DOL about any potential license suspensions.

If you blow a 1.0, didn't completely fail the sobriety test, but when blood was taken it was lower then 0.08, can or should it be thrown out?

You certainly can get a DUI on a bicycle in Florida. The public policy behind this law is that you may hurt yourself or cause a traffic accident by riding your bicycle while impaired.  The facts you have mentioned pertain to the basis for the traffic stop and not whether you were impaired. A police officer does not have to have probable cause to make a traffic stop, only a reasonable belief that you violated a traffic law. Once he is in contact with you if he has reason to believe you are impaired, such as smelling alcohol, then he has probable cause to begin a dui investigation.
