Maybe, simply put, it depends on who does the search and where they look. If you have a TX drivers license there is some chance that it doesn't appear on your TX driver record (it definitely does in CA), informal probation isn't something that is generally available. If your arrest was publicized (some places in CA print the names, and occasionally the photos, of people arrested for DUI) you may be available in a simple Google search, obviously this is in the public record where you lived in CA, if they hire someone to go there it may be found.

Can an blood test show more alcohol than a breathalyzer test?

Possibly. I am guessing that the cop asked for a blood draw because of your low BAC reading. He is hoping you have an illegal substance in your body. Clearly, you were not under the influence of alcohol to a degree that would warrant a conviction. Hope this helps.

Basically if you don't take it for any reason they can count it as a refusal. It would only be an Erdman issue if he coerced you into taking it. But you never took it right?
