Get him help. Have an intervention. Have him talk with a defense attorney like me that deals with court all the time and sees 85% or higher cases in district court involving alcohol. It is financially a burden and the liability is HUGE. You are married so you basically own 1/2 of everything in the marriage so his name or your name on the car means nothing. Get him to stop. This is what you need to do.

You can't do it. The reason is that each DUI conviction carries with it more severe penalties. If you were to have the DUI conviction expunged and you got a subsequent convistion, the court may not know what number DUI charge this would be.
