If you have been found guilty or plead no contest to a reckless driving, you have been convicted of a crime. Usually these charges are misdemeanors so if the application is only asking for felonies the answer is "no" if they are asking for any crime, it is unlikely a truthful answer would be "no." You should consult the attorney who represented your son regarding the answer to provide.

Yes. The out of state DUI class will count for the court. If you ever come back to California you will have to do the California DUI class to get your license back.

No, you cant sue. You can try to get the record corrected with both the court and DMV. If you were never stopped for DUI, then there is a misidentification problem of someone elses record being assigned to you. You and your attorney will have to go to the convicting court and show proof of your ID, to get a court order correcting their records, and an abstract of correction to submit to DMV. Yes, it will take time. The sooner you start, the better.
