If you finished all the DMV appeals (I think there is only 1), you need to commence an Article 78 proceeding in State Supreme Court within 4 months of the appeal decision. Do so by Order To Show Cause and seek a stay. I have handled these before.

You need to submit an informal discovery demand on your own. It usually does not take very long to obtain the video - if it exists. In my DUI cases, I always refund part of the retainer to my clients if after viewing the evidence/video/audio they decide to plead guilty and not pursue the case.

The arrests warrants will not go away and the statue of limitations does not run once a warrant is issued, although the police must use reasonable efforts to serve the warrants. You should contact a Connecticut attorney to try to arrange your surrender and a plea bargain.
