Miranda rights are only required if: 1. You are in custody; and 2. The police want to question you about the circumstances of the crime or offense. Both elements have to be present for Miranda rights to be required.

Good job! a 4th DUI in PA is one year in jail. Take the deal. Usually, a lawyer can get a continuance for you.

Department of Motor Vehicles and criminal courts are completely separate. Unless the court orders the interlock, and I have not seen that, then it should not matter.
