Yes. The alcohol in your blood does not stay the same over time. It rises, plateaus, then decreases. So a later test may show more or less alcohol.

That would depend on how or why the DUI was dismissed. If a Deferred Prosecution then the DUI can indeed be used against you later if you get another DUI within 7 years.

2 years to get arrested. Now that they charged you they have a reasonable amount of time to proceed. So just let the sleeping dog lie and kick it only after 2 years have gone by since the arrest.
