Unfortunately, they can. The court system and DMV are, for lack of a better phrase, 2 separate entities with their own rules and regulations. What happens in court has very little effect on DMV and vice versa.

If charges on a DUI were dropped, how many years does that stay on your record?

If the case was dismissed without a conviction, then it stays on your criminal history as a dismissed case indefinitely unless you take steps to seal and destroy the record if you were factually innocent. If you mean the case has now been "expunged" - that won't erase it from your record. And whatever happens in court doesn't necessarily affect your DMV driving record. If the DMV upheld a suspension of your license, then that will be on there for 10 years. Your question just isn't clear by what you mean by "dropped".

Is there any way to have these tickets all addressed in one court with the possibility of reduction or removal for the length of time?

He needs a traffic lawyer. The tickets cannot be combined unless they are in the same jurisdiction. He probably has defenses and other legal challenges for the traffic tickets that a lawyer can employ to get the fines reduced, charges dismissed, etc. Or, he can do it himself and try to plea to the court that he is poor and can't afford the tickets. Regarding the DUI case(s), he has likely violated his probation and is facing more significant punishment including jail. He should contact the lawyer who helped him initially, if he didn't hire an attorney he should contact a DUI attorney to see what can be done with the case(s).
