Depending on what the fines and fees were for, you may be eligible to convert some of the remaining balance to community service hours. You do need the permission of the judge in the county in which you were convicted, so it may require a trip back to Colorado.

Department of Motor Vehicles and criminal courts are completely separate. Unless the court orders the interlock, and I have not seen that, then it should not matter.
