The statute of limitations only applies to how long it takes to charge you, if you have an open court file, you were charged so the statute of limitations does not apply. They can bring you to trial anytime they get their hands on you, although the more time passes, the more difficult that could be for the prosecutor. You may want to explore resolving the case with a plea by mail.

I have a Michigan restricted license due to a 2003 conviction of DUI, under restricted license, can I drive company cars?

I don't see why not. As long as you are not under an interlock order and the vehicle is insured, you are driving for work. You might still want to get your full license back as 7 years is a long time to have restrictions.
