As long as your name is on the title, you are responsible as the owner of the car for any damage your husband causes.

The law against driving while under the influence of drugs is Vehicle and Traffic Law Section 1192.4, an unclassified misdemeanor. I'm not aware of any exception for methadone.

Can you appeal a DUI conviction?

Yes, provided you have the grounds for an appeal. It is a lengthy and complicated process for which you would need to retain a criminal attorney who is familiar with the appeal process. I do not recommend that you try this alone.
