At .17 you would be considered "super drunk" and many prosecutor's offices have a policy against lowering the charge, especially to a non-alcohol related offense like reckless driving. That doesn't mean that it can't be done, but it's an uphill battle. There may be issues with the stop or how your blood alcohol content was determined. Only an experienced DUI attorney with a trained eye would be able to tell you for certain. A good DUI attorney is a great investment. This is serious and can have long-lasting effects so I would consult with a DUI attorney in your area as soon as possible.

Possible, but little way to know for sure. It is not like CSI. Back then it was not really computerized and locals do not necessarily share with state or feds. If state and feds are putting FP into the system from old arrests, they likely are more focused on Felony and violent offenders. That would probably take all the time they have allotted.

New Mexico? I am in Texas. Have no idea about New Mexico law or how you got on a Texas list. I would google DWI trial lawyer in your area and go meet with them. Research the hell out of them and go with who makes you most comfortable and who you can afford.
