It depends on the police or jurisdiction. Usually yes, but I've heard of it going both ways. Sorry I can't be more definite.

Can I be charged with DUI if the incident is more 15 days ago?

If you were not arrested and did not provide a sample of your blood or breath (I assume this is California) it will be very difficult for law enforcement to make a case that you were driving under the influence. If you were given a court date you should attend, if charges are filed you should hire an attorney.

Can the Washington District Court impose substantial jail time for probation violation?

Jared Clayton Austin
Answered by attorney Jared Clayton Austin (Unclaimed Profile)
DUI/DWI lawyer at Austin Legal Services, PLC
It's a little tricky to answer because the judge could revoke your probation and re-sentence you for the original offense that you are on probation for or revoke your probation and have you spend the rest of your time behind bars. It will also depend if you are on probation for a felony or misdemeanor.
