There is no Yes/No answer. It depends on the law of the state that has the open warrant. Usually, that charge is a misdemeanor or less and the state issuing the warrant is responsible for the cost of transportation; most states will not pay the cost of transportation for such a minor charge. Be aware that if he is arrested for any charge and the arresting state runs a computer check and sees an open warrant, the arresting state can hold him for a period of time to give the state issuing the warrant an opportunity to come and get him. Usually, the maximum hold is 30 days.

The decision to reduce charges to reckless driving rests with the State Attorney.  If you cooperated and there is a DUI sobriety video that shows you are performing extremely well on the sobriety tests, there is a chance you can get the charge reduced. Your biggest problem is that your BAC is well over the limit of .08.  You could be convicted at trial of DUI with the breath readings, and so the SAO may not have any motivation to reduce the charges, that combined with the fact that the police apparently have it out for you. The SAO will normally consult with the police with considering a reduction of charges.

Yes, it is certainly possible to beat a DUI case if there was no alcohol or drugs in your system. I don't actually think that DUI charges would even be filed in your case. Sounds like at a minimum though, they will be charging you with Possession of drugs or a more serious felony charge depending on the amount of cocaine they found in your car. Whether the evidence can be suppressed based on an illegal search or lack of probable cause to pull your car over in the first place...you should speak to a criminal defense attorney in your area in more detail about your case. At that point they can advise you if that is a strong possibility or not.
