If you failed to reinstate your license following the suspension period, it remains suspended. You must pay the reinstatement fee and jump through the other hoops required by law. Your attorney should have helped you through the process of reinstating your license. A DUI attorney can help you get reinstated and likely help you avoid the driving on a suspended license charge (and conviction).

DUIs are only priorable for 10 years that means if you get another one now then they can't use those ones against you. They will certainly stay on your driving record forever. If you want to get the criminal conviction off then get an expungement. If you still have outstanding fines from 10 years ago then you probably have it in enhanced collections and the DMV May issue or already has issued a suspension. If you want a license somewhere else then call that state but you probably want to pay off your fines over 10 years is pretty crazy to have not paid them off yet.

It depends on what you mean by "off your record". In California, DUIs remain on your DMV record for 10 years and cannot be expunged from your DMV record. The DUI convictions may be expunged from the court records, at the discretion of a judge, but can still be used as enhancements for future DUI filings and convictions.
