You can have him served with the divorce papers. That way he doesn't have to sign. You'll have to get the court clerk to issue a citation and hire the sheriff or a process server to serve him. Then if he does nothing you can get your divorce.

Your grandfather needs to hire an attorney. If his wife is no longer willing to agree to the terms of the divorce, he needs to proceed with a contested divorce which a licensed attorney can help him do. It sounds like he initiated the case on his own (pro se), but now that she is no longer willing to sign the final decree with their agreed upon terms, he is going to need some help.

Texas Family Code Sections 6.012 through 6.111 give the grounds for an annulment. It doesn't sound like your case fits under that law based on the information you've provided. However, you could get an uncontested divorce if you both agree.
