It's not as difficult as it might seem. You have to do a "diligent" search, which generally means you hire an attorney and go through some non-public databases as well as contact relatives, etc., and if the person still can't be found you go to court and seek permission for alternative service.

There will be residency requirements that, in your case, the facts indicate that your satisfy, as you both live in New York, you were married in New York, and some of the treatment to which you are being subjected seems to have happened in New York as well. To file for divorce in New York, you will need grounds, which is kind of your reason for divorce.  They include abandonment, terrible treatment, and a total breakdown of the marriage. You may be able to seek legal fees if he violates the terms of your divorce agreement. If he continues stalking you, that may be considered a violation of the "no molestation" clause of your agreement. Talk to some attorneys to get a better idea of your options.
