Yes, you are correct. In California, papers sent to you by mail only is not effective service unless you sign and return a form known as a Notice and Acknowledgment of Receipt.

You're entitled to support while you're married to the military member, and the military services expect him to provide it. His command will require him to if you complain to his commander. He draws extra pay because he's married to you and/or has dependents. But your right to support from him will be over the day a divorce decree is signed; you haven't been married to him long enough to qualify for alimony. You should also be doing whatever is necessary to get child support from the children's father. The Texas Attorney General' s Child Support Division will help, and it costs you nothing. Good luck.
