What can I do if I have my wife's name on my bank account for information purposes only and not as a joint owner?

Your wife would be a "co-owner" of the funds in that account if accumulated during your marriage as California is a community property state. If the money was yours prior to marriage then the money is presumably yours. Before concluding with that however there exist rebuttals to that presumption that would require time with an attorney and additional facts.

In order to file for an uncontested divorce, you need to be able to get your husband to sign a document known as a "Waiver of Citation." Otherwise, you will need to file a divorce petition in your county, attempt to serve him with the paperwork, allow him to answer the divorce petition, and try to come to an agreement about what will happen with the property the two of you acquired during your marriage. For more information, please contact 713-574-8626. I'd be happy to help.

Is there anything I can do to get a final divorce decree if my wife keeps putting it off?

Sure. File yourself. If this is Texas, the original suit should be dismissed for want of prosecution. "Reactivation of the papers" - will they come alive like Pinocchio?
