The divorce judgement should control what happens to the house and other issues. If your ex refuses to sign the paperwork, the judgement can be used instead of his signature. Otherwise, you can get a court order requiring him to sign. The QDRO should be prepared by the party specified in the judgment.

If you are the sole owner on the vehicle title you can contact the police and file a complaint that the ex-wife has stolen the vehicle. After investigation, the police may or may not recover the vehicle. You could also hire a professional repossession service to locate, retrieve, and return the vehicle to you.
