Seems like you should contact an attorney and arrange to file a motion with a Judge to get some assistance from the court. The Judge should be made aware of this situation so he or she can make some changes in the status quo that would be in the best interests of the children. For example, if the child support money is not going to the grandparents for the benefit of the children but instead is being used for the benefit of the mother then a Judge would want to know about it.

You mother needs to bring all of the facts to an attorney. Bills from 2006 are certainly stale and it would seem your mother is not enforcing her rights and his duties.
