You should take a look at your divorce agreement to see exactly what you both were entitled to and to see if you have any recourse. The agreement should list the retirement assets and who gets what. Usually, if you were entitled to spousal support that matter would have been handled at the time of the divorce. I do not know of anyone who has gotten a case re-opened where no support was awarded. Under some circumstances, people have been awarded permanent support rather than term support, but your case might be a first.

Your spouse can not refuse to divorce you. Once you file, and your spouse is properly served, the court considers the divorce all but a done deal. The court then turns its focus to the orderly division of the parties assets and liabilities, and to that which is in the best interest of their children.
