My husband filed for divorce I no longer live at that address so it sent back to his lawyer. What do I do now?

It is best that you allow yourself to be served and then find a 'flat fee' attorney who can prepare a response for you and can explain your legal rights and options. You have had a long marriage and as such there are certain laws that may apply to your situation. You may have rights to spousal support, as well as division of assets & debts.  One asset could be his pension.

What is the cost per hour and retainer of a family law attorney for dissolution with kids in Southern California?

Hourly fees and the retainer are case dependent and vary from attorney to attorney. Your particular agreement with your attorney will determine if you are entitled to a refund of unused portions of your retainer. Yes, the court can order the other side to contribute to the lower wage earner's attorney's fees.

She would not have a right to assets which he owned prior to marriage unless he gave them or a portion of them to her as a gift.
