Jurisdiction to modify a decree from another state depends upon several factors not the least of which is whether your former spouse still resides in the state of the original decree. Further, in some types of cases, the appropriate jurisdiction may be where your former spouse resides, some types of cases it is where the children reside. Your question is highly fact specific and you really need to meet with an experienced family law attorney in your area to discuss all the different possibilities.

you can apply to the court for payment of attorneys fees but you will most likely need to pay the retainer to the lawyer that represents you.  the most difficult part of a divorce is getting the parties to agree on division of assets and visitation with children.  If there are no children, your divorce can be simplified if you and your spouse can agree on how your assets will be divided.

There is no penalty and its very easy.  Simply withdraw your complaint.  Notify your attorney and tell the attorney to withdraw the complaint with out prejudice.  That means that is you change your mind again, you will be able to file it again.
