In hindsight, it was obviously a mistake to give him 3 years and you should have insisted that he refinance immediately or have the property sold. If the court order provides for 3 years, you're pretty much stuck.

If the circumstance is exactly as you describe it, then no she is not entitled to a portion of the plan because it was acquired before the marriage and therefore the plan and any increase in value of the plan would be your separate property. I would still bring a copy of the plan to an experience divorce attorney to have it reviewed.

If it is worth the fees, engage an attorney to assist in either bringing a motion for contempt for failing to follow the order, or to take other collection action to recover your judgment from your ex.
