If you have reached an agreement, it should be reduced to writing in the form of a Judgment and filed with the court. If this is done, then you do not need to file a response.

You should ask your personal injury lawyer about this.  If you do not have a lawyer, call my office immediately.  If you are injured in an accident, your spouse has his/her own claim for loss of consortium, basically loss of "services" (not just what you're thinking but everything, housecleaning, taking out the garbage, everything).  So if you are injured, and are in the process of getting a divorce, you need to protect your settlement award.

Property appraisals are usually based upon the "highest and best use".  If the property could be used for a more valuable purpose if permits were obtained, then the appraiser can note that, but then must also deduct the cost for obtaining those permits, and the permits must be something reasonable.  The use must be something that is allowed in the zone.  An appraisal is just an "opinion" of value and one person's opinion could be different from another person's opinion.
