If that money was separate property, inherited, obtained before marriage or a present, you have no rights in that property. If that was earned during marriage then it is generally community property and subject to division.

Any bills accrued during the marriage are a community obligation, although it is unlikely that the providers will go after you if the bills are allocated to him in a divorce. However, the creditor has a right to do so.

The court won't dismiss a case until five years from the date the petition is filed. You need to find a process server in Oregon to personally serve your husband with the Shasta County action. If he serves you first with Oregon papers, you will have to deal with the case through the Oregon Court. Not a pleasant thought.
