There are 12 months in a year. So, you are looking at 4 years in prison. The conviction rate of others has nothing to do with you. So, it is about do you have money for an experienced attorney, not the federal conviction rate.

What can be done if my husband’s attorney would not give him his discovery packet?

It is not illegal, no matter how many times he asks. The attorney decides what to reveal to client, especially if there is information that cannot be shared with client. I suspect that your public defender is just slow to respond, which is also not illegal.
