How can it be an illegal stop IF he failed to stop at a stop sign. Whether he knew better or not, he gave consent. Consent extends to the telephone, unless he withdrew it. Mother adjudicated what? Not guilty? You need to retain an attorney, because the question makes little sense.

They probably should not, but IF your attorney is difficult to reach, or the matter is minor, the judge will not chastise anyone. The fact that you need to ask this on-line rather than consult with your attorney, already tells me there is a problem. Good luck.
