It depends on the fines. If they 're for minor traffic (parking etc.) it probably won't matter , but if they're for serious offenses involving probation etc., they might. I'd get the fines paid off!!!

Sounds more like a civil case than a criminal one. You'd need to consult with a local civil lawyer. The only way for criminal charges to be pursued would be for you to report it to the police. That doesn't mean that charges will ever be filed, but that's your only option.
