I would suggest that you speak with the supervising Court in Georgia. That Court may allow you to leave the state and to re-locate to Michigan. Also, you may be able to complete your community service in Michigan and participate in probation by correspondence, phone or otherwise, while you are in Michigan. It is the Court in Georgia which holds the key to permission. You should start there. Michigan is without jurisdiction to do anything.

The prosecutor can decide to dismiss a case and then re-open the case later as many times as he wants, as long as he dismissed it "without prejudice".
