Do I need an attorney for a theft charge?

If you feel confident that you can negotiate a dismissal of the charges in exchange for community service, etc. (to protect your record for future school/job/military potential), then do not hire a professional to represent you. Save your money for restitution, fines, court costs, etc.

How long do I have to wait to get my felony expunged or sealed?

It's my understanding that the best you can do is get a certificate of disability from relief there is no such thing as an outright expungement. You would need to have an attorney review the file and move the trial court to vacate the plea and dismiss the charges on some legally sufficient ground.

Does it still count if I haven’t exited the store all the way?

I assume that you are asking about shoplifting. It doesn't matter if you had not left the store. Putting whatever it was in your pocket is inconsistent with the store's ownership of the item until you paid for it. I suggest that you let your parents or guardian know about this as you need a good criminal defense lawyer.
