You can apply. With proper documentation of disruption and threat to you, one would likely be issued, regardless of your wife's position. You will of course have to deal with your wife's reaction.

Can a non-US citizen convicted of murder be given the death penalty?

Yes. While many countries will try to stop a U.S. court from sentencing a non-U.S. citizen to death because they believe that it is cruel and inhumane and a violation of international law, the U.S courts will still sentence an non-citizen to the death. The U.S. will not deport them because they will not get prosecuted in their home country.

What does a minimum eligible parole date mean on a life sentence?

Not much. It means the earliest possible point at which you could be released on a life sentence. However, with the way the Parole Board is currently handling parole hearings, most inmates are not realistically going to get a real chance at those early dates. Get an experienced appellate Attorney to see if that is a more realistic option.
