You don't meet with a district attorney on a speeding offense. So, either you met with a prosecutor or you have more serious charges like habitual violator. When you missed your court date, your license wzs suspended and a warrant was issued. Forget the bond you have already posted. When you go to court, you may be jailed for the failure to appear. After you are released (after a few days), you can go and get the license matter cleared up.

Yes, the vehicle is still considered a motor vehicle in that situation; It will be interesting in that situation to see if they charge the person based on THAT specific operation of the motor vehicle, or based on evidence that the person was driving the vehicle prior to the officer's arrival. It is certainly an interesting case and you should contact an experience DUI attorney to assist you with the case.
