In FL if you do not live in the state does the statute of limitation stay tolled forever?

No the statute of limitations does not get tolled forever simply for being out of the state. Of course there are some crimes with no limitation. Don't assume the case will automatically go away, hire a lawyer!

Only the state can drop the charges. I can only convince the state that they have a lousy case that they do not want to try and will lose if they do.

Will the unknown addressee get in trouble too or just the recipient of the packaged drugs from a fake name and random address?

All parties involved in the transaction will get in trouble. Using the mail system to distribute illegal drugs is a federal crime. Big time problems for those involved.
