My 13 yr old child was caught shoplifting in a major department store. I would like to know if how they handled it infringed on my child's rights?

at least in PA, they cannot interrogate a minor without the parent present or authorization from the parent. If TX is the same law, perhaps your attorney can get the confession suppressed.

What will happen if I did not pay my fines or go to my court date?

If you have a court date and do not appear the judge will usually issue a warrant for failure to appear. They usually won't come looking for your but if you get pulled over for a traffic violation the officer will run your driver's license and discover the warrant. The best thing to do is to go to the court and ask to appear at the next available time, then explain to the judge what happened. They appreciate honesty and appearing on your own.

You were never convicted if you successfully completed the deferred disposition. So, if an application (or similar document that asks those type of questions) asks if you've been "convicted," you can truthfully answer "No." However, if the question asks if you've ever been cited for or arrested for or entered a plea to any offense other than a traffic offense, you'd have to answer "Yes."  If these were Class C citations, however, you can have the arrest records expunged. Once the arrest records are properly expunged, you will be able to legally deny that you were ever issued citations for those offenses.  Feel free to call me if you would like to discuss the process.
