At 17 he is a minor, and cannot just walk out of his house, unless he has been emancipated. He would be regarded as a runaway.

That is not the entire story. No police officer is searching a minor for a speeding violation. The police suspect that your husband is involved with something else, which he is otherwise there would be nothing for your minor child to not say. Why would he need to invoke his right to remain silent about a traffic citation. Get real.
