You are technically represented by the public defender's office, not the individual lawyer. Consequently, if he is now in another county, you probably have to go with who they assign. A "new" public defender on your case can probably ask for more time to prepare although the judge and you may not be happy about the delay. Sometimes delay can work in your favor.

It depends. The owner of the car could sue you in civil court and they could press criminal charges against you for malicious destruction of property if the facts warrant it.

You need to hire a criminal defense attorney who practices in the city or county where you were charged. Video of you standing next to the car could definitely be enough to show circumstantial evidence that would allow police to arrest you, and might cause a judge to believe that you are guilty.
