I assume you are talking about an assault family violence case? She can be charged and arrested because the police were called to the scene. They make a report and present the case to the prosecutors' office who decides if charges will be pressed. You are a witness but not in control of what happens in the situation / case.

No, a DA cannot make a defendant go to trial.  However, if the DA has not given you an offer the only way to avoid trial is to enter an "open" plea of  guilty or no contest to the charge or charges.  This means you would be exposed to the maximum sentence without any sort of cap on your punishment.  The DA would be free to ask for the maximum in that case.  You and your attorney would be able to ask for less, of course.  You should speak to your attorney about all of your options, even if the DA does not want to make an offer.

Many things could happen just depending on the charges, the counties he is in, the attitude of the prosecutors, etc. Some times they try to help people get over addiction problems because incarceration just is housing for a short period?of time and will not help. Some times the participants just do not care. He needs a good lawyer. He may need to find another in-patient rehab (especially if he has insurance) - more often than not it takes multiple tries to help someone get over their addiction - and this is even assuming that they want help. (If they don't want help, nothing anyone else does will help them get over their addiction.)
