I believe it is so long as it was on a public street. I imagine the tags are very old. There is also probably evidence that the car was driven on the street recently - at least some movement.

The prosecutor will be able to see it. So, it will impact the prosecutor's plea offer. The jury will not hear about it, unless you take the stand and begin to make claims contradicted by your record.
