You should make a complaint about the abuse of power to her superiors or the local elected officials. That may stop this or change her ways or get her fired, or not. It will not charge her personality or proclivities. You may also consider personal protection order.

Get an attorney to fight the ticket. There are many hoops that the officer must jump through in order to actually prove the case, and with an attorney, they may offer something much less.

When arrested, when is the officer supposed to read you your rights?

Only if he or she is going to interrogate you. The police are NOT required to read you your rights when you are arrested. Television and movies get this wrong all the time.
